Both mattered, but they did different jobs: the natural factors supplied the water, and the human factors decided how much damage that water did. The chapter itself splits the causes in two, so the honest answer keeps the split.

How to weigh them. The rain itself could not have been prevented: heavy monsoon rain strengthened by western disturbances is weather, and the rivers rising in the hills is geography. To that extent the flood was natural and unavoidable.
But every one of the four human causes made the same flood worse, and every one of them was avoidable. Notice what they have in common — each one removed room. Weak embankments removed the barrier; building on the floodplain removed the space the water used to spread into; silt removed the capacity of the river channel and the dams; late warnings removed the time people needed to move. Water that had nowhere to go and no warning to give became a disaster instead of a high flood.
